The effects of rent control in Paris

The first econometric evaluation of the rent-control policy introduced in Paris in July 2019.

About the report

Commissioned through the Atelier parisien d’urbanisme, this report provides the first econometric assessment of the rent-control policy reintroduced in Paris in July 2019. It combines rental advertisements from the SeLoger group with lease data collected by the Paris Conurbation Rent Observatory.

Main findings

Comparing Paris with a group of unregulated French cities, the study estimates that rent control moderated average rents by 4.2% between July 2019 and June 2023. The effect increased over time and was stronger for small dwellings. The report also estimates a larger potential effect under full compliance with the legal rent ceilings.

The research was subsequently developed into the peer-reviewed article PARIS2019: The impact of rent control on the Parisian rental market in the Journal of Housing Economics.
