About the report
This update extends the original Paris evaluation through June 2024 and studies five other regulated cities: Lille, Lyon, Villeurbanne, Bordeaux and Montpellier. It also examines whether rent control affected the number of properties offered for rent.
Main findings
For Paris, the estimated moderation of rent increases attributable to the policy is 5.2% over the period from July 2019 to June 2024, and the effect becomes stronger over time. The multi-city analysis supports the effectiveness of the policy beyond Paris, while the supply analysis finds no lasting fall in rental listings directly attributable to rent control.
