Impact of rent control in Paris in 2025

The third annual evaluation updates the Paris analysis through mid-2025 and extends the comparison to six other regulated cities.

About the report

This third evaluation updates the causal analysis of rent control in Paris using rental-listing data through June 2025. It also studies Lille, Lyon, Villeurbanne, Bordeaux, Montpellier and Grenoble, allowing the findings to be compared across seven regulated cities.

Main findings

The study finds that rent control continued to moderate rent increases in Paris and produced a similar average effect across the six other cities. The analysis also finds no lasting reduction in the number of rental listings that can be attributed to the policy.

The report discusses compliance with the legal rent ceiling and shows that the effect could be larger if a greater share of listings respected the regulation.
